Warlingham Parish Council Planning Committee (WPCPC)
- Are a statutory consultee, meaning by law they must be consulted on all planning applications in the Parish and occasionally neighbouring Parishes.
- The WPCPC aim to meet every 3 weeks.
- 15 meetings were held between April 2023 and April 2024.
- 165 planning applications have been reviewed, which ranged from Extensions, Permitted Development, Tree Protection Orders, Brownfield and Green Belt.
- There have to be 3 Councillors present at the meeting for it to be quorate, which means that unless 3 councillors are present the meeting cannot be held. Your main Planning Committee members are:
- Cllr Anna Patel – turnout 27%
- Cllr Matthew Elmer – turnout 87%
- Cllr Debbie Mayhew- turnout 93%
- Non Council Member Lauren Gates – turnout 87%
- The reserve members of the WPCPC are Nathan Adams, Simon Morrow, Jeremy Pursehouse and Cindy Steer. Councillors cannot be on the WPCPC if they are on the Tandridge District Council Planning Committee.
- Comments are submitted to the Tandridge District Planning Officer assigned to the application who makes the ultimate decision.
Tandridge District Planning Committee
The majority of Planning Applications are determined by the TDC Planning Officers but some major or sensitive applications will go to the TDC Planning Committee. Cllr Keith Prew and Cllr Perry Chotai are on the TDC Planning Committee and Cllr Robin Bloore and Cllr Jeremy Pursehouse are Substitutes.
- 13 meetings were held between April 2023 to April 2024 on applications across the district as Councillors do not represent their Ward when determining planning applications. By law they must have an open mind and judge applications against the Council’s Planning Policies.
- The largest Green Belt planning application for Warlingham was in December 2023, for 150 houses on the Former Shelton Sports Ground. Cllrs Prew, Chotai, Pursehouse and Bloore were present for the debate but only Cllr Prew and Cllr Chotai could vote.
Cllr Prew proposed 3 motions to try and stop planning permission being granted but all 3 were lost.
On the main vote whether to grant planning permission for the Shelton Sports Ground:
– Cllr Keith Prew voted ‘against’ the planning application.
– Cllr Perry Chotai ‘abstained’ due to not understanding what they were voting on.
