July 2025 Update

Farleigh Meadows

Chartwell has submitted an updated flood report which the Surrey County Council Flood team has reviewed, resulting in the removal of their previous objection, subject to certain conditions. SWGB is currently reviewing this information and will provide an update when available.

Residents raised concerns about trees felled along Park Lane, and the Surrey Wildlife Trust acknowledged that the site had experienced degradation. Chartwell’s ecologists initially reported that no trees were felled, later revising this number to two, and subsequently admitted they felled eight medium-sized trees. The location for replacement trees is yet to be determined; but looks to be proposed at Oldencraig, a site owned by Chartwell in Lingfield, efforts are being made to secure on-site replacement.

We believe that Farleigh Meadows will soon go to the Tandridge District Council Planning Committee for a decision. The next meetings are on Thursday 24th July 2025 and Thursday 4th September 2025 at the Oxted Council Offices, at 7.30pm, where members of the public can attend in person or watch live online. We will alert you as soon as possible.

Chelsham Road/Alexandra Avenue

Still awaiting further information from the applicant.

Shelton Sports Ground

Unfortunately, the former Shelton Sports Ground planning application 2022/267 has been granted planning permission for 150 dwellings on 20th June 2025. This was for ‘access only’ so there needs to be a further planning application for landscaping, layout, scale, and appearance within the next 3 years. We will alert you when this comes in, as we can all still make comments and a difference.

Regarding the ‘emergency access’ which was originally proposed to be at ‘Shelton Close’ planning condition no.18 states that before occupation of the new dwellings an emergency access route must be provided and approved by Tandridge District Council. We will be keeping a close eye on this.

Grey Belt

The controversial new government policy called ‘grey belt’ to allow further building on the green belt is starting to take effect across England. A recent Appeal in Smallfield for 270 new homes has been allowed on an agricultural field, after the inspector concluded that it is a ‘village’ and not a ‘large built-up area’ and therefore met the new grey belt definition. Government policy allows urban sprawl and the merging of settlements if they are villages. Towns and ‘large built-up areas’ have more protection.

In the updated former Shelton Sports Ground planning consent letter, this site was assessed whether it would meet the definition of ‘grey belt’ and it did not because Warlingham is ‘a large built-up area’ being the third largest settlement in the district. 

Cala homes

About six homes have been sold at the former ‘John Fisher’ site. Condition 26 required Cala to complete highway improvements before the first occupation, but design discussions with Surrey Highways are ongoing, delayed partly by road space issues. Cala’s request to shift this requirement to occupancy of the 49th home was denied by Tandridge District Council. SWGB will be contacting the highway authority to clarify when the works will occur.

Local Plan

Evidence base studies are underway for our new local plan such as green belt, settlement hierarchy and flooding assessments. We will be privy to this documentation by autumn 2025.

Tandridge District Council is in the process of writing and meeting with neighbouring authorities called ‘duty to co-operate’, where they will discuss our local plan as it will affect strategic cross-boundary matters.
